Small Business
A small business is defined by federal law as "one that is independently owned and operated and which is not dominant in its field of operation." The law also states that in determining what constitutes a small business, the definition will vary from industry to industry to reflect industry differences accurately.

- Certified means achieving diverse ownership status of the diverse-owned business through one of the following certifying agencies: the National Gay & Lesbian Chamber of Commerce (NGLCC), National Minority Supplier Development Council (NMSDC), United States Pan Asian American Chamber of Commerce (USPAACC), and the Women's Business Enterprise National Council (WBENC).
- Disadvantaged Business Enterprise is at least fifty-one percent (51%) owned and operated by one or more individuals who are both socially and economically disadvantaged. This can include a publicly owned business that has at least fifty-one percent (51%) of its stock unconditionally owned by one or more socially and economically disadvantaged individuals.
- Diverse Owned Business is defined as a business entity in which fifty-one percent (51%) of the ownership interest, or authorized shares of stock, is held by diverse members. The diverse members may include, but are not limited to, disadvantaged business enterprises, ethnic minorities, disabled veterans, GLBT businesses, HUBZone enterprises, and women. The ownership must have majority ownership within the company and exercise active control of the business on a day to day basis.
- Ethnic Minority is defined as a person or persons who possess one or more of the following ethnic heritages as defined by the U.S. Federal Government Regulation Small Business Administration Part 124-8(a) Business Development/Small Disadvantaged Business Determinations, Subpart A-(8) Business Development, Eligibility Requirements for Participation in the 8(a) Business Development Program:
- African-American which includes persons having origins in any of the Black racial groups of Africa;
- Hispanic American which includes persons of Spanish or Portuguese culture with origins in Mexico, Puerto Rico, Cuba, Central or South America, or the Caribbean Islands.
- Asian American which includes persons having origins with any of the original peoples of the Far East (including China, Hong Kong, Macao, Japan, Korea, Taiwan and the Philippines), Southeast Asian (including Burma, Kampuchea, Laos, Thailand, Vietnam, Malaysia, Brunei, Borneo, Indonesia and Cambodia) , the Indian Subcontinent (including India, Bangladesh, Sikkim, Nepal, Pakistan and Bhutan), or the Pacific Islands (including Micronesia, Polynesia, Melanesia and the area consisting of the Hawaiian Islands prior to 1778).
- Native American which include persons residing in the United States or its territories, who are descendants of any of the Indian tribes indigenous to the American lands which now constitute North America. This includes Eskimos, Aleuts and native Hawaiians.
- GLBT Business is defined as a business that is fifty-one percent (51%) owned, operated, managed and controlled by person(s) that is/are gay, lesbian, bisexual and/or transgendered.
- HUBZone Small Business is defined as a business located in a "Historically Underutilized Business Zone," an area that is designated to promote economic development and employment growth in a distressed area.
- North American Industry Classification System (NAICS) - The SIC has been replaced by the six-digit North American Industry Classification System (NAICS) code. The new NAICS system was developed to reorganize business categories on a production/process-oriented basis. The purpose behind the creation of the NAICS classification system is specifically for governmental regulations and census reports.
- Women-Owned Business Enterprise - A woman-owned business is defined as a business that is fifty-one percent (51%) owned, operated, managed and controlled on a day-to-day basis by women and the majority of whose stock is held by a woman or women.
